Which Projects Require Environmental Clearance (EC)?
EC Permission Applicable to Project list cover Under EIA Notification 2006 and its amendment(Residential and Commercial Construction Project more than 20,000 sq.mt, Mining, Industrial), There is two type of project A or B(B1 or B2), MoEF gives clearance to category A projects and Category B is given clearance by the SEIAA, i.e. State Environment Impact Assessment Authority.

EC Certificate Exemption

    • EC Certificate Exemption is applicable for those industries or projects considered to have a low risk of environmental pollution and notified by the regulatory authorities

Projects Requiring EC Include:

    • Residential and Commercial Construction projects with a built-up area greater than 20,000 sq. meters
    • Mining projects
    • Industrial activities
    • Infrastructure and large-scale development projects

These projects are categorized based on their potential environmental impact and scale. Project Classification Under EIA Notification:

Category A Projects

    • Evaluated and approved by the Ministry of Environment, Forest and Climate Change (MoEFCC)
    • Includes large-scale or high-impact projects

Category B Projects

    • Further divided into B1 Category and B2 Category
    • Assessed and approved by the State Environment Impact Assessment Authority (SEIAA)

EC Compliance reports:

  • EC Compliance Report is a structured document submitted every six months to the MoEF&CC/SEIAA and regional pollution control board. It outlines how a project complies with the specific conditions laid out in its granted EC—covering environmental safeguards, pollution control, resource utilization, and more.

  • TOR application (Form-1 & Prefeasibilty report) to be submitted/uploaded on MoEFCC portal (Parivesh)
  • Receipt of acknowledgement regarding above stated application from MoEFCC portal
  • Scrutiny & essential details sought by Ministry / SEIAA/SEAC
  • Receipt of acceptance by Ministry/ SEIAA/SEAC for TOR process
  • Submission of hardcopy of application to Ministry/ SEIAA/SEAC
  • Invitation for presentation regarding the project to Ministry / SEAC
  • Additional details sought by Ministry / SEIAA/SEAC
  • TOR issuing by Ministry /SEIAA/SEAC for EIA/ EMP studies
  • EIA/EMP studies and draft report preparation as per the TOR
  • Draft EIA/EMP report and executive summary submission to GPCB for Public Consultation (if applicable)
  • Public Consultation/ Hearing (if applicable) to be conducted by SPCB/ GPCB
  • Final EIA/EMP report including public heraing minutes and executive summary
  • EC application (Form-2, EIA and related documents to be submitted/ uploaded on MoEFCC portal (Parivesh)

Environmental Study Reports For

  • EMP – The Environmental Management Plan (EMP) covers the design, construction, commissioning, and operation and maintenance phases of each project component. The EMP identifies the key environmental issues across the project and provides strategies and plans for managing them effectively.
  • Environmental Audit Report – Environmental audit reports are statutory documents and are issued after a statutory environmental audit of a property or site has been conducted under the Act.
  • Treatability Report A treatability study is based on carefully designed laboratory-scale experiment that is intended to mimic full-scale conditions as closely as possible
  • EMS Adequacy Study Report –– It is to develop and approve the environmental policy as a statement of commitment.
