CTE -Consent to Establish / NOC -No Objection Certificate

  • It involves making an application in a prescribed format to respective State Pollution Control Board along with required documents and scrutiny fees.
  • It is followed by physical inspection of the site and assessment of the environmental management system proposed so as to meet with the mandatory requirement prescribed by State pollution Control Board.

CC&A – Consolidated Consent And Authorization / CTO – Consent to Operate

  • Before starting / operating the activity. After getting NOC from the Board, the unit can start work related to start up the activity.
  • And before operating the activity, the permission in the form of Consolidated Consent & Authorization [CCA] [Consent to Operate] has to be obtained, under Water Act-1974, Air Act-1981 and Environment Protection Act, 1986 and its amendment.

What are CTE and CCA?

  • Consent to Establish (CTE)/ No Objection Certificate (NOC): Required before starting construction or installation of any industrial or commercial unit, ensuring the project meets pollution control standards from the outset.
  • Consent to Operate (CCA)/ Consent to Operate (CTO): Required before commencing operations of the unit, certifying that the project complies with environmental regulations and pollution control norms during actual functioning.

Amendment, Renewal & Expansion Support

We also handle:

  • Amendment Applications: CTE/ CCA Amendment for changes in production capacity or product mix, raw materials, fuel usage, or pollution control setup
  • Renewal Applications: For timely extension of valid CTE/CTO permits to avoid operational delays or legal issues

Import Permission (IMP):

IPM refers to industries that are importing waste or scrap material which require Import Permission (IMP) under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 and CPCB/GPCB norms.

Industries dealing with import of hazardous waste or recyclable waste materials must obtain prior permission from the competent authority to ensure compliance with national and international environmental regulations.

Import Permission (IMP) is a mandatory approval required to import specific categories of hazardous or recyclable waste, such as:

  • Used oil or waste oil
  • Spent catalysts
  • Metal scrap containing hazardous constituents
  • Lead acid batteries (intact or drained)
  • Electrical and electronic waste (e-waste)
  • Other hazardous or restricted items under Basel Convention
